1. The Academic Council is the highest collegial governing body of the university.
2. In its activities, the Academic Council is guided by the legislation of the Republic of Kazakhstan, these Rules "On Approval of the Model Rules for the Activities of the Academic Council of a Higher Education Institution and the Procedure for its Election", as well as the charter of NAO AUPET.
3. The term of office of the Academic Council is 3 years.
In its activities, the Academic Council is guided by the legislation of the Republic of Kazakhstan, the Standard Rules for the Activity of the Academic Council of a higher educational institution, the Charter of the Society. The activity of the Academic Council is based on the publicity of collective discussion of issues within its competence.
4. The composition of the Academic Council is elected for a period of 3 years and consists of an odd number of members. Separate changes can be made to its composition as required by the decision of the general meeting.
5. The Chairman of the Academic Council is the Rector.
In the absence of the chairman, his duties are performed by the deputy - vice-rector for academic activities.
6. The competence of the Academic Council includes:
- approval of the structure of the university;
- making changes and additions to the university;
- making proposals for the creation, reorganization and liquidation of educational and scientific departments of the university (laboratories, departments, institutes, etc.);
- definition of the concept of development of the university;
- making decisions on all fundamental issues of the organization of educational, research and economic activities of the university;
- hearing the annual reports of the rector, vice-rectors, heads of structural divisions and on the forms and methods of teaching, research, educational, financial, economic, informational and international activities;
- consideration and recommendation for publication of textbooks and teaching aids and educational and methodological developments;
- making a decision to transfer students from a paid department to an educational grant and to study in the form of an external study;
- approval of topics and scientific advisers-consultants of undergraduates and doctoral students in dissertation research;
- organization of control over the financial and economic activities of the university;
- determination of the procedure for using extra-budgetary funds, as well as directions for reinvesting income received by the university through the provision of paid educational services and the sale of manufactured products;
- approval and awarding of scientists and honorary titles, personal scholarships and prizes;
- consideration of issues on the presentation of university employees, creative teams for government awards and honorary titles;
- consideration of other issues of the current activities of the university that require a collegial decision.
7. Meetings of the Academic Council are held once a month in accordance with the approved work plan. If necessary, meetings of the Academic Council can be held additionally outside the plan.
