THE DAY OF THE FIRST PRESIDENT OF THE REPUBLIC OF KAZAKHSTAN
On November 27, 2020, a round table was held at the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev. Its theme was “The role of the first President of the Republic of Kazakhstan - Elbasy N.А. Nazarbayev in the formation and development of an independent state ”. It was dedicated to the Day of the First President of the Republic of Kazakhstan.
Vice-rector for educational work Makhmutov Serik Kapanovich opened the meeting. He congratulated the distinguished guests and participants on behalf of the rector of the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev - Sagintayeva Saule Savetovna.
The first to speak was the deputy head of the department of culture of the akimat of Almaty - Aliyev Daniyar Abzalidenovich. He noted that in many respects the successes of modern Kazakhstan are closely connected with the name of the First President Nursultan Abishevich Nazarbayev. Analyzing the great contribution of the President to the development of international relations, the speaker expressed confidence that Kazakhstan will be one of the most civilized countries.

Professor of the Kazakh National Agrarian University Salkynbek Dosaly Isakhanovich in his report "The President and the Issue of the State Border" noted that under the Kazakh ASSR, as a result of the selfless work of Alash leaders, our national-historical territory was revived. The work of Nursultan Nazarbayev as President of an independent state in resolving disputes on the borders of our territory with neighboring states such as Russia, China and Uzbekistan and strengthening them at the international level revealed the historical significance of his forward-looking policy.
The leader of the Republican student movement "Student Alliance of Kazakhstan" in Almaty Kuandyk Zhasulan Bostandykuly thanked the organizers and spoke about the care provided by the state to students within the framework of the project "Five Social Initiatives of the President". “Firstly, last year three dormitories for 75 thousand places were put into operation in Almaty. After the collapse of the Soviet Union and gaining independence, Kazakhstan, like other republics, set itself the goal of building its own statehood, transition to a market economy, creating a democratic society and strengthening national identity.
The difficult question of choosing a sequence of reforms, choosing development priorities faced the leadership of our country. As we know, The President N. A. Nazarbayev chose the path of gradual economic reform, setting the task of economic development ahead of political changes.
Life has shown that the choice of the Head of State was correct. N.A. Nazarbayev's Formula "first - economy, then - politics" has become a classic expression of the methodology of successful reforms in the post-Soviet space. Thanks to the success of our country, such a concept as "Kazakhstani model of development" has become widespread. It consists in moving forward on a clearly defined course - based on a balanced and deeply thought-out strategy.
For a short, by historical standards, period of time, Kazakhstan has turned into an independent, politically and economically independent state. This is confirmed by the successful overcoming of the consequences of the recent financial and economic crisis, which greatly worsened the socio-economic situation in many, even more developed countries.
On December 16, 1991, the largest event in the history of the Kazakh people took place. On this day, the Supreme Council adopted, and the President of the country N.A. Nazarbayev signed the Constitutional Law "On the State Independence of the Republic of Kazakhstan". He laid the foundation for the construction of a new, sovereign statehood, which is a social, political and cultural orientation that guides the country towards the development of the state, its protection, and the improvement of the political organization of society. As political scientists note, statehood is becoming an acute political problem and an area of struggle in the transitional periods of the history of many countries and regions of the world, in particular, in the modern era of world decolonization, the collapse of empires and state unions.
The Constitutional Law "On State Independence of the Republic of Kazakhstan" became a new stage in the political and constitutional development of the republic and reflected such fundamental democratic principles as the nation's right to self-determination, the priority of individual rights and freedoms, political stability, separation of powers, interethnic harmony. During the years of formation and development of a sovereign state, the President of Kazakhstan has shown himself as a purposeful and decisive leader. The country's constitution was adopted; the national currency and other attributes of a sovereign state (Flag, State Emblem and Anthem) were introduced. A powerful bulwark of independence - the Armed Forces was created. The state border with neighboring friendly states was legalized along all the perimeters of the country.
Let's note another important point - all the main strategic decisions in the Republic of Kazakhstan over the years of independence were initiated and took place with the direct participation of the Head of State - N.A. Nazarbayev. At the first, most difficult stage of the formation of statehood, the concentration of the fullness of power in one key institution was a natural step. The institution of the presidency, established in April 1990, has become one naturally. N.A. Nazarbayev was the first of the leaders of the union republics to understand the key role of the sole supreme leader in a difficult era of change. Kazakhstan and its National Leader have shown enviable historical wisdom by establishing the office of the President earlier than other republics of the USSR.
Today it can be stated that the presidential power in the Republic of Kazakhstan has brilliantly coped with its historical task. For two decades, the institution of the presidency has been a pivotal element of Kazakhstan's statehood, and has also been a reliable support for comprehensive reforms in Kazakhstan. It was the First President of the Republic of Kazakhstan N.A. Nazarbayev who ensured personally the systemic logic, reasonable gradualness and humanistic orientation of the transformations, on the success of which the historical future of Kazakhstan critically depended.
The institution of strong presidential power ensures political stability and sustainable economic development of our country. A very effective and optimal model of administrative and public administration has been created in Kazakhstan. A clear vertical government structure has been built. This is a responsible compact government, a professional parliament, an independent court, and executive structures of self-government in the regions. All this together constitutes a single systemic state mechanism of power. The elite of the national business management was formed in the country. It works in the conditions of the development of a democratic, civil, legal society.
